The Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA) implements state-level solar policies and provides additional support beyond central government schemes. UPNEDA empanels vendors, conducts quality checks, and facilitates approvals.
UPNEDA maintains a list of approved solar installers to ensure quality standards
All installations are inspected and certified by UPNEDA-approved engineers
Free technical consultation for system sizing and component selection
Dedicated complaint handling for solar installation issues
Net metering is regulated by UPERC (UP Electricity Regulatory Commission). It allows residential and commercial consumers to feed excess solar power back to the grid and receive credit on their electricity bills.
Each DISCOM in Uttar Pradesh has a slightly different application process for solar net metering. Below are the steps for the major DISCOMs in our service area.

Total estimated timeline: 45–90 days from application to subsidy disbursement.BL Solar Solutions handles all coordination to minimise delays.
Interest paid on loans taken for solar installation may be claimed under Section 80C deductions. No GST on the subsidy component. Solar systems attract 12% GST on panels and 18% on inverters and other components.
Businesses can claim 40% accelerated depreciation on solar assets in the first year under the Income Tax Act. This significantly reduces the effective cost of solar for commercial and industrial consumers. Combined with energy savings, typical ROI is 3–5 years for commercial installations.
Application tracking improved with SMS updates at each stage. Average processing time reduced.
Surplus energy settlement period extended to 12 months. Banking of credits now allowed across billing cycles.
New empanelment cycle completed. Stricter quality requirements for panel efficiency and inverter standards.
Common questions about solar subsidies, net metering, and policies in Uttar Pradesh
Under PM Surya Ghar Muft Bijli Yojana, residential consumers in UP can get up to ₹30,000/kW subsidy for systems up to 2 kW, ₹18,000/kW for 2–3 kW, and ₹9,000/kW for 3–10 kW. The maximum subsidy is capped at ₹1,08,000.
Net metering in UP allows you to export excess solar electricity to the grid. Your bi-directional meter records both import and export units. At billing time, exported units are adjusted against imported units. If you export more than you import, the surplus is carried forward for up to one year.
UP has multiple DISCOMs: LESA (Lucknow), KESCO (Kanpur), DVVNL (Agra zone), MVVNL (Meerut zone), PuVVNL (Varanasi zone), and PVVNL (Lucknow rural). Each has its own application process but follows UPERC net metering regulations.
Net metering approval typically takes 15–45 days depending on the DISCOM. LESA and KESCO are usually faster (15–30 days). After approval, meter installation takes an additional 7–15 days.
Residential consumers can claim benefits under Section 80C for solar loan interest. Commercial and industrial consumers can claim accelerated depreciation of 40% in the first year under the Income Tax Act, significantly reducing the effective cost of solar installation.
You need: Aadhaar card (linked with mobile), latest electricity bill, bank passbook, roof ownership proof, passport photo, PAN card (for >5 kW), DISCOM consumer number, and a signed net metering application form.
UPNEDA provides additional support through the state solar policy including technical assistance, quality certification, and vendor empanelment. Some district-level incentives may also apply. Check with your local DISCOM for the latest state-level benefits.
